If its the same as the 90series Prado, you can just replace the centre bit. $80 from Toyota. Can fit it yourself.
The following instructions are lifted from the 90series email group:
Turn the radio on so that the aerial motor trys to push the aerial
up, with the aerial party up pull the aerial out, it will come all
the way out quite easy.
When you have it out you will see that the aerial has a nylon cord
at the end,it is this nylon cord that is rolled up by the motor and
it is this cord that more then likely has broken off.You will need
to get this broken bit out.
Undo the chome nut at the base of the aerial on the guard,take off
your frount wheel to give you more room, then remove the plastic
inner guard so that you can remove the motor and the metal aerial
rod in one piece from its mount,Be careful not to break the small
plastis clips that hold the inner guard on (but you can buy more if
required)
I think there is 1 nut holding the motor in place. When the motor is
disconnected from its mount, remove the motor complete with the
aerial rod, the arial cable will still be connected, but there is
enough lenght on the cable to allow you to work on the unit. Unscrew
the aerial housing which is where the nylon cord rolls up,being
careful when seperating the housing and you will see the broken
nylon cord, remove it, scew the housing back together, re fix the
motor unit, reinstall the inner guard.
Now for the easy bit,
Have someone in the car and as you feed in the new aerial into the
aerial housing have the person press the aerial down button and the
nylon cord will grab onto the cog driven by the motor and just guide
the new aerial down until it stops, Job completed.
