I have direct experience with both.
I own a 2001 78 series non-turbo Troopy (weighs about 3t all the time). When I'm careful I get about 13.5L/100kms around town, between 12 and 13 on the open road - sometimes a little better. In a strong head wind it drops off - and loaded up in soft sand I have returned over 20L/100kms. :-(
We have Turbo Diesel Troopies at work (02 build) - they get slightly worse fuel consumption than my non-turbo truck in all usages. IMHO - this is mainly because they have plenty more get up and go - so you tend to use it.
I reckon, if a factory turbo troopy was driven to accelerate and travel at the exact same speeds a non-turbo usually manages - the fuel consumption would be comparatively slightly less in the turbo version.
However, I don't know a driver alive who would drive a turbo version as slowly as a non-turbo, so the reality is fuel consumption from a trubo will be higher - but the driving pleasure is worth it (i wish mine was a factory turbo).
