Ironically Axle, some of the intersections around where I live actually flow better when the lights are out :-)
It's sort of like roundabouts (I hate 'em) but they often make the traffic flows better.
Dunno which state you're in Axle, but in NSW we have stop signs posted at all traffic lights on intersections. So if you come upon a set of malfunctioning lights, you just look on the pole, and if there's a stop sign with a silhouette of blacked out lights there, you treat it like a stop sign.
