you hit the nail right on the head BJ, the oil from Oz oil wells his very light crude, in fact we export lots of the light end of the crude, you acutally have to work pritty hard to make diesel from our lighter crude oil they talk about "cracking" the hard end to distillate the heavy oils.
the heavy crude oil market is pretty edgy as in many countries they burn mostly heavy oil to run power stations not coal.
without the road tax it would still be reasonably cheap though. the rorting that when on with road tax could be fixed with a little technolagy, fit every heavy truck, bus & trailer with sealed measuring equipment & make it 10 years jail for tampering with it. electronic display can show distance travelled & tax due constantly, every time the thing gets inspected you cough up the road tax.
pity it will never happen, the blanket approach is cheaper to administer & raises farto much money for the govermnet
