Hard to tell from your post what the facts are but reading between the lines are you sure it is not simply the battery not charged?.
These is no real reason why
solar panels regulators etc stop working (read charging batteries) apart from physical damage (rats/mice on the wiring)...rubbing chaffing etc...blown fuse in the line somewhere...loose connection causing a bit of "bloom" on the wire connection.
I would be doing some simple tests yourself first before I dragged it somewhere and get charged for some basic checking. Get a multimeter and see if the panels are sending current to the regulator and simply work your way through the system..shoule be quite simple to find the error.
