Couldn’t be they would still waiting for the environmental study to be finished before it would be sent to the engineering section who would not understand it, the fire section would knock it back, to close to the gumtree & it probably works
well, So could not be designed in
Canberra

Looks like a stick rake rail which was attached to the back/bottom of a
grader blade, probably Len Beadell's on the Anne Beadell.

Stephen is correct. It is a sandalwood rake at Plumridge Lakes.
