If you relocate permently to another state you have 30 days to transfer your licence and regestration.
This is very much a live issue for travelers and others.
The story mentioned..said he had moved backe to NSW....so he was a resident......its a good cop guv.
This a why, travelrs must contrive by legal means to have a perment residential address and return there from time to time.
From what I understand...you can travel interstate for extended periods of time without the need to transfer your regestration and such.
How you prove you reside in a state you are not in...AH that is another argument.
My understanding is
you return there from time to time
you keep stuff there
you have corespondance sent there..in particular government corespondance.
You do not permantly reside else where.
