There was a great quote in the movie "Independence Day" where the President is lead into the supposed secret labs in Area 51 out under the Nevada deserts.

When the President looks around and sees all the $$$$ of hardware and people running around he asks "How did you pay for all this stuff and why did I not know about it?" The nearest 4 star General replies "You don't think we REALLY spend $60,000 dollars apiece on toilet seats in submarines do you!"

I wonder how true that is in this case????????????????

I actually work in Procurement for a Govt agency. There are many times when we spend more money on the procurement process (specification/tendering/advertising/vendor query response/evaluation/contract management etc) than the actual value of the purchase that is paid to the supplier. All in the interest of public accountability!! If the private sector did deals the same way they would go broke!
