Subaru electric windows

I have a 1989 subaru touring wagon with electric windows which only work when ignition is in the ON position not even when on accesories which I find very anoying. Does anyone know if there is a good reason why they are wired up this way? as I am thinking of having them if possible wired to be on without the key being needed.

Open driver's door, single toggle on door should raise window fully. If not may have other problem
