Get a "grill stone" from a catering 'mob' and use it to grind the surface back to a smooth even finished / polished plate --- easy ... been there many times !

after it's cleaned keep using it and the oils/fats will keep the rust at bay.
DON'T use detergents to clean it either.

molasses will remove rust - old parts restorers trick - may need to soak it for 2 weeks.

you could try a wire brush attachment on a grinder or if its real bad get it sand blasted

Use it use it use it. Leave it crusty. Feed the kids first. They get the crispy snags, cooked on the cherry red surface... black on the outside, toothpaste on the inside. Then fling on the steaks. Yum , but a bit hard to eat with a tongue in your cheek... cheers Royce
