N.S.W licence plates

Can anyone out there tell me why N.S.W (and possibly other states) has a variety of configurations for the vehicles number plates?

Sorry. What I meant was government issued plates. Here in Qld there is only 1 type of government issue plate for cars and trucks, 3 numbers followed by 3 letters. I've noticed different types of government plates for NSW eg X1ABCDE or ABC 123. Is it to do with the owners address?
