Can you hear the relay "clunk" when it comes on and drops out? If so your timing circuit works and the problem is with the power to the plugs. There could be a dropping resistor somewhere as the plugs most likely are less than 12V types ( I do not have a manual for the 78, only for my 75 series)
Follow the heavy gauge wire from the glow plugs to the relay and then to the battery and check for bad connections.
To check theglow plugs individually you must take the busbar off and test each with a buzzer or Ohmmeter on low range. Good plugs read a near short circuit, bad ones an open circuit.

HI ,Had this occur a coulpe of times in the past and I remember a problem with the connection at the post where the power supply meets the glow rail.Was not discovered until the conection was parted and verdigrease cleaned from this area.Suggest you clean ALL conections,but check for evidence of failure in doing so. Hope this helps.
