Camry Grande Sat Nav

The Factory Sat Nav/Radio on an 05 Camry Grande MCV 36, on start up there is a high pitched beep comes out of door speakers, if either of two radio fuses are removed, stops beep, but Sat Nav/Radio doesn't work. Is this normal or can it be fixed i.e. removed?
