Electric Winch or Boat Lifter For Roof Rack

I'm after some Advice on what is the Best option in regards to getting my 13' Dinghy onto the Roofracks on my 80 Series (Because of a Back Fusion Lifting is out), I'm thinking of getting an E/Winch on the front of the Cruiser & dragging it on that way, then I would have the Winch as a back-up when off road, but the /Lifter's do look OK...Which is the Best Way to go?
