headlight problem

Have a HJ60 cruiser with dual headlights. I have replaced smashed sealed beam and have found that on high beam the low beam partially lights which indicates a bad earth. Does anyone know if the head lights earth out at the steering column switch or at the head light relays. Any ideas would be appreciated. This problem could have been there before sealed beam changed but hadn't been noticed
