Any descent diff specialist should be able to install the e-lockers. Likewise, any business that deals with Harrop should be able to source / supply the lockers.
I purchased my e-lockers from TJM but had them installed by a trusted diff specialist.

Just as a point...these lockers are electrical, pure and simple...there is no electronics involved.
They operate on an electrical solenoid instead of and air solenoid
A very strong argument for them.

that's why I installed one even though I have a full on board air system.....
at the end of the day bypassing a solenoid to activate the locker if necessary is a lot easier than trying to repair or bypass air compressor or air lines issues if they arise.....
if the solenoid has an issue or is damaged etc. a piece of electrical wire, pick up a power source...and activated that simple
