I would like to know just what items I need to use the EOTopo tracking system
I have read several previews that seem to indicate some issues with the system, can someone give me some idea of what I need to get started

I think there is a wee bit of confusion here. You are talking about two products EOTopo is a map set for use with mapping software programs that you take with you, it is also the online system we use here to show you maps in the website. EOTrackMe is a tracking system used to plot your position whilst you are travelling on the website for others (family & friends etc) to follow your travels.
If you are interested in the tracking system see the EOTrackMe page and have a look at the Documentation tab - it has a Getting Started section and then sections for each of the devices you can use.
If you are talking interested in EOTopo or digital navigation and in vehicle moving map then
check out the Map Viewing Software article.
