G`Day all. I was planning to take a trip from Hughes to
Tarcoola in South Australia by following the train lines, a friend of
mine has since informed me that the service road is strictly closed to the public and that if found along the track a hefty fine can be given. Is this correct?

Yes. Although I don't know about the validity of the fine, like if you contested it, would you win.
Apparently, the Rail authority does not want to maintain the tracks, which is fair enough.
There is also a lot of dogspikes along some sections.
I think
Tarcoola to Googs is okay.
