its only a supplement fuel to aid combustion. you need to produce 1000litres a minute minimum to totally run a small car.
look up ' hoh cell' on you tube , or 'joe cell' . (Australian invention of course ). or even more interesting look up 'stanley meyers', he apparently made a car that ran on water but mysteriously died in a restaurant poisoning incident...................hmmmmm , conspiracey maybe

The only trouble is it takes more energy to crack water into H and O than you can extract by burning it.

I think the nearest we are going to get to a car that runs on water, was invented 100 years or so ago, maybe it can be modernised, but it seems to be the only way!!!
I dont know about Stanley Meyers, but the Stanley Steam Car is alive and well.
There used to be a restored one as a regular to the steam and traction rally at Lake Goldsmith, and may still be, but havent been for many years.
It was the quietiest car ever, it could sneak up on anyone without a sound!
