91 surf 2.4td power loss

I have a 91 2.4 turbo diesel surf with a power loss at low revs , its been in a toyota workshop for 2 weeks and they have checked almost everything it could be , they have done a diagnostics and that came up with a faulty crank angle sensor which they replaced , they tested the turbo , the trans , done a compression test which came back excellent , yet on take off it is like a snail , but once the motor gets to 2k revs it runs normaly , its really starting to do my head in , if someone has had a problem like this and was able to fix the problem I would be over the moon for insight on how to fix it .

Yes I replaced the fuel filter , the only thing that hasnt been tested is the injector pump , but once the engine is up to 1.5-2000rpm it runs normally , im hoping that it could be something other than the pump because they cost an arm and a leg where im from , i got my fingers crossed...............hoping.
