Plastic or metal?

Plastic, just add some diesel, swash around and empty.

Metal, do the same but run the contents through an old white sock, or cloth to see if there are any loose particles in there eg: rust.

Allow to fully drain, maybe even leave them upside down over night.

I take it your're not going to use them for drinking water storage.

Highly unlikely unless they have been used to store water in them. If in doubt seive the contents through a sock or cloth as described. That will show you exactly what is in there.
