can you lift a holden rodeo 2 inches by just a lift kit or do you have to change
suspension etc

The front
suspension is a torsion bar setup so that can be wound up, and you can have your rear springs reset to match. just make sure you have a wheel alignment after you lift the front.

I lifted our 2003 Navara, which has almost identicle
suspension, so why not the Rodeo. We ended up 52mm on the rear, with a new Ride Pro HD Spring kit, and 28mm on the front., by simply winding up the original torsion bar. Any more wind up on the torsion bars, would have adversly effected the travell of the front.
Keep in mind that you may have to
1) Resret, or replace, the rear springs.
2) get Extended, greasable shackles
3) Winding up torsion bars, can be done, but remember the twist needs to help up as
well as down. However there are stronger torsion bars on the market, to accomodate this too.
Cheers
