Child Restraint in '05 Hilux

I have an '05 Hilux Xtra Cab, bought new with rear seats &
seat belts,
I wanted to fit an anchor point for a child restraint for my grandchildren under 3 years of age.
In the Owner's Manual on page 53 it states Caution: Do not install child restraint system on rear seats, I then rang a Registered installer who rang Transport Tasmania, they have said "not allowed to fit restraint because Manual states so."
Rang Toyota Australia, they told me the same, also because it is a commercial vehicle it is not designed to carry children.
My main concern is how many people out there with restraints fitted not realizing it may be illegal & not covered by insurance etc.
Please
check with your own State. Would like to hear from others with similar concerns.

Extra cabs are for fridges, briefcases and dropping drunk mates off on the way
home. I wouldn't put a dog in one much less a real person.
Every twin cab I've had comes standard with anchor points for babies, and seats for real people.
