It's a water activated strobe light.
Similar idea to the ones on aircraft life jackets.

It is a Solas Light which is activated which is activated by salt water They are required on all Solas Life Jackets

Thanks for the reply's , If I knew the life jacket was worth more than $ 500 I wouldn't have left it on the beach with the life boat !!
