Like so many things automotive electrical...there are very few enforcable standards.
The convention is that the centre conductor is positive and the outer conductor is negative in almost every case of a concentric connector of a negative earth vehicle.....which is almost every vehicle manufactured after the 60's.
The nominal current rating for a merrit socket is 15 amps.....but it would want to be a good one and not for long....10 amps is about as far As I'd want to push it and 7.5 amps is a fair thing.
Many of the merrit plugs, especially the cheap ones with the adaptor ring for a ciggy lighter, will max out at about 7.5 amsp and can only be trusted for about 5 amps continuous.
cheers

And I've had an unhappy experience with the merrit type that has only one negative contact. It got pulled a little sideways (not excessive), developed a poor contact in that negative, overheated and basically melted.
I now use the type that has a ring of negatives and have had no problems since.
Cheers
