It depends on where you are, if in a dry climate with zero or low humidity then the evaporative cooler would be ok but they are pretty useless in areas of high humidity where just a plain old fan would be better.
No idea how a 12v evap cooler would work, compare the specs to 240v models to see whether it can shift enough air to make a difference.
Aircon is really the only solution to remove humidity.
