Robert,
The water level can be read at the BOM site for River Heights in Victoria but it is all relative for what you want to do. I used to have the phone number for the sounder but this is easier and you don't need to interpret the beeps. I don't have my kayaking book here for reference to know how these are to be able to help any more than just the raw data.
Don't know about the fires and the
Mitchell,
Dargo, or Wannangatta catchments but you should find some good areas, don't think the
Mitchell valley or the
Mitchell River National Park copped them.Regards
JohnR - Not enough of the right travelling, some here..... some over there.......

Robert
I was up there a few weeks ago and saw no fire damage. Extensive damage northwest towards and beyond
Omeo.

Robert,
I am not a paddler, but there was a fair flow (more than I expected) and it was enough for kayaks.
If you are thinking of driving across....probably too much water.
But I cannot compare it with other times, my info is not expert.
