AP 60 Cruise control fault

Can anyone help with an issue with an AP 60 crusie control.
I have checked all the diagnostic modes that come with the unit but have not been able to sus it out. Speed sensor is O.K., Solenoids on vacuum unit O.K., vacuum O.K., wiring all checks out, Clutch and brake switches all O.K, found 12V at the red wire to the vacuum unit but solenoids don't seem to be switching, circuit board seems O.K. no obvious component failure, connections at vacuum unit O.K. lost for anything else to
check.
Any Ideas would be great.
New control module coming in at $140.
