In Victoria you are not required to carry snow chains anywhere in the high country except in Alpine Resorts. Ie the ski fields - except
Lake Mountain, where it is mandatory to carry ski chains even for 4wds.
Use of chains outside the resorts is discourages on tracks unless it is actually in show.
Also if you are going to the resorts, and have a diesel don't forget to top up with Alpine diesel near the ski fields.
The other consideration is that the
Licola - Jamieson Rd is closed in winter unless you meet certain criteria such as having sat phone, HF, and a member of a 4wd club, and you have a permit available from fwd victoria. The
Dargo High Plains Rd is also closed over Winter.
Hope that helps.

To clarify the first sentence, you need chains for 4wds everywhere except
Lake mountain where you don't need them.
