Just ask a Policeman/Policewoman. They access the rego data base and know who owns it within 5 seconds.
If using an incar terminal they know within about 2 seconds.
Problem solved.

Thx gentlemen for advice. Dropped it off at Cleveland cop
shop and got a receipt. I was concerned the camera was just going to end up at a lost goods auction and its not a cheapie with some good memories for a dad and son. Hope the owner gets tracked. No kinky photos on camera to post :-)
