Comment: Timing a VE Style Fuel Pump

I watched the video for timing ve pumps and the specification was stated as 1.03 to 1.09 mm and the procedure then done, however the instructor showed via the dial gauge and the stated it was corrects between ,3 to .9mm. My question is, where did the 1mm go from the first instruction to now make the stated and measured distance reduced from 1.03mm to 1.09 back to 0.03 to 0.09 mm. What is correct there for than engine.
