Apparently this is becoming an issue, according to the NRMA facebook page. VSB1 quoted here:
5.1 Registration Plate
Provision must be made for mounting of a 372 mm x 136 mm registration plate to the rear of every trailer so that no part of the plate is more than 1300 mm from the ground.
It seems police in Vic and NSW are issuing fines for number plates mounted higher than 1300mm. In NSW it is $415 and 3 demerit points. Caravan manufacturers have been selling/certifying new caravans which do not comply. What a can of worms.

Thanks. Cant wait for it to hit WA. another bit of bureaucracy or is there some good reason here? Would have thought manufacturer/agent would be liable if plate "illegal" .

VSB 1 was issued in 1999 and is a legal requirement for all of Australia. It seems one cop in NSW has recently discovered it and has been policing it vigorously
