The funding for the Mobile Blackspot program has just been announced, along with the locations for the mobile stations funded in Round 1. You can check on a national map if there's one that will help you. http://nationalmap.gov.au/ From the left side menu, select Communications > Mobile Black Spot Programme - Funded Base Stations.

So I take this to mean that if I visit Oz next April/May, and buy a "blue tick" Telstra prepaid phone (preferably with an external antenna), that I might be pleasantly surprised where I can get mobile service?

Not really.

But after they finish - maybe.

This is a Government run project and how often would they finish on time. Not many times.

Not a lot of the real remote areas being covered. Mainly one at Coaen on Cape York, one at Finke and a some in the Alpine areas.

But It's a start.
