Have just returned
home after visiting a really ideal spot in Australia. Here I could swim five metres off a virtually deserted beach and dive among thousands of brightly coloured tropical fish on a coral reef.
Every second vehicle was a 4wd. I could buy a slab of beer for $30.00, petrol was 91c a litre. Locals still leave their houses open and their cars too. There are numerous other great things going for this spot I might tell you more later.
But then you may already know.

Can't be here because beer is $44 - diesel is $1.03 and we don't have tropical fish, only yabbies. Got the virtually deserted beach though.

tropical fish and coral 5 metres offshore? has to be somewhere warmer, probably north of mackay.
coral and tropical fish wouldnt play in the breakers, so 5 metres offshore would have to be still water - back end of an island or peninsular.
every second vehicle a 4by? must have 2wd access.
also probably not a river mouth, as that would discourage coral growth.
my guess would be either repulse bay below proserpine (too
well known?) or Upstart Bay near
Ayr.
could also be a major city anywhere in australia with something like sea world where you can swim in a man made environment.....
