This is typical of the cockup you get with our ridiculous system where we have four State governments and the federal government and no capacity for them to agree on anything because politics and elections get in the way.
Makes you consider moving to New Zealand - no States, and only one house in the national parliament !!

Its nuthing short of a criminal act by successive governments who allowed the wholesale use of water from the Darling to grow water intensive crops of cotton and rice in our dry country. Just ludicrous. This has reduced the once mighty
Darling River to nothing but a series of mud holes. But here is not a
dam thing that can be done now, NO politician will ever go out to
places like Mooree and tell them all their cotton and rice farming and all the associated industry will have to close up.
