I'm using a 'purchased'
EOTopo 200k Aust 2015.1. Do I NEED to upgade to a later version?? Does it cost to upgrade if I have purchased the version I have ??

You dont need to update if you dont want to....but that depends on your own needs. The new version has updates - whether YOU need to have these updates is up to YOU to decide. Not sure if there is a list of updates to review as it could be dificult to decide whether or not to fork out.

Bit OT but is there a UTM setting in EO Topo.

The
EOTopo is only a map set that you use in conjunction with programs like OziExplorer.
If you want to use UTM settings, you set that up in your preference when setting up Ozi.
