IMO in terms of public transport, highway engineering and road rules Vic is streets ahead of NSW (pardon the pun :-) )

I get their hook turns and I get their new P turns. Both make sense in the relevant situations.

We've had a similar thing here in Adelaide's northeast for a couple of years now - at the intersection of NE Rd & Blacks/Darley Rd's.

It simply transfers the congestion from one set of lights, to others. I use the intersection daily & have not noticed any worthwhile gain.

I live down the road from this intersection and use it regularly. In my view there has been a significant improvement. There is about a one minute increase in the time to go right, but the reduction in time (and stress levels) overall around the intersection has been well worth it.
