Because the WPA is controlled entirely by the Defence Dept, they have no obligation to advise Road or Traffic Authorities or any Highway
information bodies, of road closures.
The approximate dates are advertised on the WPA website and in newspapers, leading up to the exclusion dates.
But - to add to the confusion and secrecy, Defence alter the exclusion dates, according to their specific requirements, at the time.
So, if you are concerned the exclusions may impact your travel arrangements, you can subscribe to receive emailed, current updates, as regards the precise timings.

It's like Ron says, but to add.......
The DofD has plenty of planned activity in the WPA for Sept and Oct. See the chart below. It indicates that permits will not be available for the two 'Amber Zones' during the 'Red periods'. The Stuart Hwy corridor remains generally available to public during those times but will possibly close for up to 12 hour periods without prior notice according to Defence activity requirements. Closure applies to both north & south traffic.

Suspension of the Standing Permission to access the Stuart Highway
The Standing Permission to access the Stuart Highway will be suspended at various times during the period from 1 September to 5 October 2019 inclusive between a location south of Mount Penhryn at 29.461190 S, 135.017183 E and the
Woomera Prohibited Area Boundary at a location seven kilometres north of Glendambo at 30.921239 S, 135.704502 E. The closure is also published on the Federal Register of Legislation at www.legislation.gov.au/Details/F2019L01036.
There will be signage in place and access control points in place for the closures. For
information on the closures, please contact the
Woomera Test Range on (08) 8674 3370.
