A bit more information won't go a stray Chris, I know of three caravan parks there. We have stayed at the Reflections Holiday Park there & enjoyed it. Was a year ago, had great amenities & camp kitchen & only a short walk to the beach or break water. Cant help with fishing report but there was no problem with the road at that time.

The rough rd you have been told about is probably the rd into the N P campground at Diamond Head. Rough is always relative to what you have traveled on before. I think it is a good rd. As said before all other van parks are on tar rds in town. Cannot comment on them as l have not been to them.

Yes it is Reflections

There are seven parks around the Camden Haven lakes, all accessed via bitumen roads, most of them with a centre line. Reflections Holiday Parks North Haven, or Beachfront CP as it was known as is the best one for beach access. It is walking distance from the channel from the lakes to the sea. There are others that provide better access to the lakes particularly if you have a boat.
