Thanks to Stephen L's advice, I applied for, and got a permit in about 2015.

A policeman stopped me and asked to see my permit. When he handed it back he said it was the first bonafide tourist permit he'd ever seen in years of working there.

It was torture to get. After 6 months of calling and email followers, I got the permit 3 days before entering.

Pity, it has some of the most beautiful countryside in Australia.
