Can you change the lap
seat belt in the centre 2nd row to a shoulder belt?

It MIGHT be able to be done but you will definitely need an engineers certificate to make it legal and safe as
well.

Maybe talk to a company like Techsafe seating or one of its installers to see if they can provide a solution

Pretty sure you can't because of the 60/40 split in the folding
seat. The seatbelt can slide into
the gap so it can not be worn correctly. Newer models have different designs to suit.
