Front hub problem

Hi guys,
I have a bad noise coming from my front left wheel, it only happens when it is in 'locked'. it is a rubbing noise that cuts in and out. in 'free' there is no noise. has anyone had a similar problem? it started on normal highway driving, no water would have gotten in there. i've taken both hubs off and repacked full of grease.
any help would be appreciated. its an 86 tojo 4 runner

We had a Rodeo at work that was making a rubbing/grinding noise but it was when the hubs were in the free position.We tried re-packing with grease but didnt work,had to fit new hubs.
