Lots of info on the Vic Roads website, but you can try Kevin Williams at Plenty in Vic, [yellow pages maybe] he has been doing 4wd stuff for many years, and I have used him for my stuff and found him great.

Email from Mate.
Kevin Williams has stopped doing 4WDs because of some court case (not his work) in NSW. Apparently an engineer is being sued for millions because some vehicle he certified had an accident. This is despite the fact that the vehicle was being driven unregistered by an unlicensed driver at
the time. One suspects lawyers up to their usual tricks.
So I would hope. Not many engineers out there unfortunately. VicRoads
site no longer has the list on it and their promised fax has not yet
shown up.
