Swing arm for spares

Hi all, just been looking to add a swing arm on back of '94 troopy. The price went from $750 to $4500 in 5mins!!! ARB was stating we needed a new rear towbar(full steel added to chasis, etc) to mount this swing arm onto.??? Is this necessary???

Sometimes yes, if they are talking Kaymar.
There are other options.
