Just what is the agenda behind this move? Is it simply because walking and
other human interaction can damage 'select' environments?
The Safety on Public Lands Bill 2004 (Vic) was introduced into the
Legislative Assembly on 16 November 2004 and received its second reading
speech on 17 November 2004.
According to the explanatory memorandum, the Bill proposes to establish
public safety zones ("PSZ") in State forests with the aim of enhancing
public safety. Specifically, the Bill proposes to:
(a) authorise the Secretary to the Department of Natural Resources and
Environment to declare an area of
State forest to be a PSZ;
(b) prescribe the process and requirements for declaring a PSZ;
(c) provide certain exemptions from a PSZ;
(d) prescribe certain offences in relation to the unauthorised entry and use
of a PSZ;
(e) stipulate the powers of an "authorised officer" in relation to a PSZ,
including the power to direct an unauthorised person to leave a PSZ; and
(f) enable the "Governor in Council" to make Regulations setting aside
certain areas of land under the Forests Act 1958 No. 6254 (Vic).
