Intercooler efficiency

In a couple of other posts on this
forum I have seen comments about intercoolers not really working efficiently at low or speeds. This makes sense to me but in my 1998 GU 2.8tdi the intercooler is factory-fitted with a fan (underneath) that I guess switches on when the air temp is above a certain level but I don't know for sure. I have notices that on the current and the immediate past 4.2tdi there is no fan. Can anyone tell me if my understanding of the purpose of the fan is right - if so why would they not continue to install it in later models with bigger engines. Also would appreciate it if anyone could tell me when the fan is designed to cut in.

The workshop manual says that the 2.8 ECU controls that fan, it has a sensor in it, when the boosted air temperature reaches a certain level, the fan cuts in.
None of the others have it, both the 3.0L and 4.2.
I think it is due to lack of space or $$saving...
