What is that on top of a police snorekl?

Recently saw a police 4WD with a black box on the top of the
snorkel. I guess it was about 20cm wide by 20cm deep and say 15cm high.
I figure it is a pre-cleaner but haven't been able to find one on the Internet anywhere.
Any "intelligent" ideas as to what it is, make etc.

The box thingy on the top of our (police)
snorkel is just the factory
snorkel "air ram/inlet" - it doesn't matter which ay you go thru water, the water cant get in .. This is because the air inlet in actually on the botom, facing up. therfore gravity keeps water from entering. ...

But when the engine uses up the air in the airbox/snorkle, the air/water pressure will force the water in, even if it is uphill, so the engine will stop due to lack of air, possibly before it hydraulics itself to death.
But if this happened to a fuzzmobile, it would mean that the inside of the vehicle would be full of water too...........anyone available to give mouth to mouth ????
