just to make it confusing
i have a 1994 ( build date dec 1993, compliance plate 1994 ) 3.0l v6 4 door 4runner with original owners manual.
Under the vehicle specs it states that fuel tank capacity is 71 litres.
i regularly need to put 64-65 litres into it. I have never run the tank dry.
The earlier 2nd gen 3.0l v6 4 runners did have a 65litre tank. exactly when the fuel tank size was changed I am not sure but think it was around 1991/2.

Fair enough, the extra would be nice but I guess it's probally not that much anyway...
Mine's a 95' at I normally put about 55L in but never go too low as I don't want to be sucking the vegimite in the bottom of the tank through the motor.
I was always under the impression mine had 65L but being an import I only have a 4runner owners manual (not sure of the year) and it said 65L so that's what I've always thought it had...
It's still a bleep ant amount and two jerrys normally come with us on most trips... :-(
