Does anyone know how i would go about getting a
snorkel made for my pajero io?
and is it possible to fabricate steel rear bars cheaply?

Rear bar would be easy enough.
Snorkel wouldn't be too hard either. You need to find an exhaust
shop (or metal fabricator that knows someone) with a MANDREL bender, not just the standard bender, that is willing to give it a go.
The mandrel bender has a mandrel that fits up the tube (hence the name) so that the diameter of the tube stays constant throughout the bend. It gives a much better appearance and smoother, unrestricted airflow through the duct. More importantly it looks better. ;-)
Getting the angles right can be a bit fiddly and the under bonnet ducting can be fun. Then there is getting up the courage to lay into the paint with a 3” hole saw.
Snorkel heads are easy enough to come by at 4x4 shops. One to fit a Suzuki
snorkel should suit the Io, find the diameter of the
snorkel head base and make the tube to suit.

gday mate
for the
snorkel call a place like queensland diesel spares and ask for the size pipe u want (ie. 3", 4", etc). i am currently making a dual setup for my safari out of 4" alloy tube. u can either get the tube mandrel bent or buy the big rubber elbows and metal clamps that truckies use. the cost of fabricating a rear bar is pretty hard to say, as there r a few factors to consider. do u want a rear wheel carrier or two? jerry can holder? is it going to have a towbar hitch receiver as part of it? hilift jack mounting points? etc etc.
cheers

You could also see if a stainless fabricator can make up something suitable, welding only as 30 , 45, and 90 degree elbows can be bought separately and simply welded together
