Good Luck with the CHEAP factor but dont like your chances, lifting IFS dont come cheap. You will get away with about a 50mm lift with springs alone.

Why cheap are so many people into - why not 'Quality'?
Buy a cheap crap one, then have to replace it in 12 mths. or buy a good one and have it for 5yrs.

Mate,
I don't know what your definition of cheap is but I had new Old Man Emu springs, shocks and struts fitted by ARB Fyshwick (
Canberra ) for $1200.
The new gear lifted my 99 Prado by at least 50mm ( was around 70mm at the front as the old gear had a bit of extra sag ).
I have been led to believe that the best combination you can fit to a Prado is Lovell springs and Bilstein Shocks / Struts but I don't know what they cost.
Cheers....Taz

Buy a set of lifted HD coil springs ($300) and keep the quality Japanese made Tokico factory shocks! It worked fine on the Prados I had, and the front shocks don't fail like most of the aftermarket ones.
